We the People
of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.


Article. V.

The Congress, whenever two thirds of both Houses shall deem it necessary, shall propose Amendments to this Constitution, or, on the Application of the Legislatures of two thirds of the several States, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as Part of this Constitution, when ratified by the Legislatures of three fourths of the several States, or by Conventions in three fourths thereof, as the one or the other Mode of Ratification may be proposed by the Congress; Provided that no Amendment which may be made prior to the Year One thousand eight hundred and eight shall in any Manner affect the first and fourth Clauses in the Ninth Section of the first Article; and that no State, without its Consent, shall be deprived of its equal Suffrage in the Senate.


Beware Article V


The states that have never called for a constitution convention for a proposed balanced budget amendment to the U.S. Constitution;CA, CT, HI, IL, KY, ME, MA, MI, MN, MT, NJ, NY, OH, RI, VT, WA, WV, and WI. If you live in one of these states keep a look out for a con con call in the future and if your state should ever propose it demand that your state legislators oppose it.

States that have rescinded their con con call are;Alabama (1988), Florida (1988), and Louisiana (1990), Idaho (1999), Utah (2001), North Dakota (2001), Arizona (2003), Virginia (2004), South Carolina (2004), and Georgia (2004). If you live in one of these states you should also be on the look out for future con con calls.

If you do not live in one of these states then your state has an active con con call for a balanced budget amendment and you should encourage and demand that your state legislators introduce and/or support legislation to repeal their states call for a constitution convention.
